With the price the likes of CAF, Solaris, Pisa , etc are charging for
100% low floor trams new, why would you bother ?

And it's not as if the Melbourne Tramways have any engineering and
construction capacity of their own left so they can't do it 'on the
cheap' by using their own workshops either.
