ZZR wasn't a 'common carrier', so no enabling act was probably required
- it was a private line on private property.

I seem to recall reading that the reason ZZR went for 1067 gauge was, at
the time of their founding, the NSW government wanted steam gone. Dead.
Buried. The RTM was having extreme trouble 'saving' examples of various
types as well at the time. The last thing the minister of the time
wanted was bunches of enthusiasts keeping steamers going.

The fledgling ZZR got a better reception from QR, and acquired some
narrow gauge equipment from them, thus setting the gauge they used.
