I'll hazard a guess that it was at mid day and judging by the crowds, a 1/2 day - Saturday and judging by the short sleeves most likely in Summer, so maybe pre Christmas, 193n where n =< 6 - as per Brian and Jeff. Also I think that there is an Austin or Standard - definite post 20s shape also, on the right.
