Checked your site for the RACV. SFAICS, the only Report on better transport listed is "Outer Melbourne Connect" which is dated 2008 - six years ago, and is very largely about more and more roads, while mentioning some places where bus service are negligible and improvements needed. A few new (?) rail lines are shown on an early map but there appears to be no discussion of them.

Are there more recent reports, especially re inner Melbourne. Where did the comments on Hoddle Street come from?

Not true!

Don't impose the troglodyte views of the NRMA on the RACV.
The RACV have consistently had a well researched view on transport and actively promote good public transport to improve the lot of all - including their members.
