The Tank engine is a DDE class<Later D4>.Notice that the six wheeled carriages are not coupled to the loco.

The attached pic is (again) from the archives of the State Library of
Victoria.

It look East along Flinders St in Melbourne and shows some of the
transit options of 100 or so years ago ...

You could walk, take the cable tram or catch a steam hauled suburban
train of rather mixed coaching stock.
Going further afield, you might even catch a bay steamer.
Steam power was everywhere - evidenced by the number of tall chimneys
visible.
