Pardon me for being cynical but:

Yarra want more trams (rightly so)

The trams would be purchased (and paid for by the Government)

Treasury doesn't want the Government to spend (our not their) money

Yarra needs to put political pressure on the Government (without appearing to do so, can't bite the hand that feeds)

Hey presto - the media discovers tram overcrowding

Would be better if YT did not publicise the load standard at all, let alone let it find its way into an important document like that city strategy.
