No - the horse drawn carriages will go from Swanston St.
They will ply their trade elsewhere.

Tourist buses have already gone, and even delivery trucks will be completely banned - they were to be allowed in in the early hours of the morning.

So the sort of shot like that attached will be a thing of the past.
