You are probably right (I think they were charging SPER $550 for a complete truck IIRC. But you have to remember, Melbourne had enough #15's for the fleet, it even found enough for the two VR cars and the Y1's, they had a well equipped blacksmith shop that could turn out trucks when ever they needed them. The most desired item would have been the motors rather than anything else.
