It seems to me that all that they're saying is that the analysis and study
work hadn't been completed by the previous government, still isn't
completed and that they're going to hand it on to the new SAPTA to complete
this job before making firm decisions. The rest of it is about considering
on-demand bus services which is not a threat to the prospects for trams.
