This all started off with a hidden political imperative that it had to be
"buy Canadian". When tenders were originally called, two companies (Siemens
and Skoda-Inekon consortium) had their noses put out of joint when, after
spending a lot of money putting together tenders and preparing designs,
they discovered that it was only a sham to show "due process" and there was
no way either of them would have got the job. One can only say that the
city has reaped what it deserves. I doubt that there'll ever be any
Bombardier rail products ordered in Canada again. Alstom or somebody else
will be the successor manufacturer after this is over.
