From the SMH article:

https://www.smh.com.au/national/nsw/she-thought-she-was-going-to-die-girl-taken-to-hospital-after-electric-shock-near-sydney-light-rail-20180611-p4zksj.html

"It is understood a private contractor had been carrying out work in
the area for Roads and Maritime Services that was not related to light
rail construction."

It appears the SMH headline was amended. Google indicates it originally said:

Sydney Light Rail: 'Exposed wire' sends significant electric shock through teen

....whereas it now says:

'She thought she was going to die': Girl taken to hospital after
'electric shock' near Sydney light rail
