It seems to be 1970s, possibly the first cavalcade (1977). I have a report of 1978, which doesn't mention it.

Frankston line: Southland station will be opening to the public from Sunday 26th November 2017.

Service changes.
* Better town buses for Gisborne. From Monday 20 November, Gisborne town buses (GisBus) will offer an extra 15 services per week on Route 473. The improvements also include better coverage in south eastern Gisborne and making all Bullengarook diversions part of the Route 474 on-demand service.
* More reliable bus timetables for Melbourne’s south-east. From 5 November, passengers in Melbourne’s south-eastern suburbs will have more reliable bus services with the introduction of adjusted timetables on 14 routes operated by Ventura. The changes will also make connections to trains more consistent.
- Route 677 Lilydale Station to Chirnside Park Shopping Centre via The Gateway and Switchback Road
- Route 663 Belgrave to Lilydale via Kallista, The Patch, Monbulk and Mt Evelyn
- Route 664 Chirnside Park Shopping Centre to Knox City Shopping Centre via Croydon and Bayswater
- Route 671 Croydon to Chirnside Park Shopping Centre via Warrien Road and Patrick Avenue

* Better weekend services on Elsternwick buses. Weekend services on Route 246 - Elsternwick to Clifton Hill, and Route 606 - Elsternwick to Fisherman’s Bend will be improved with increased span of hours and more frequent Sunday services on Route 246. The changes will start on Sunday 29 October.
* New bus service for Deer Park. Residents in northern Deer Park will benefit from the new Route 422 which will provide an hourly connection between Sunshine Station and Brimbank shopping centre. The service will run via Station Road, Tilburn Road and Forest Street, 7am and 8:30pm on weekdays, 8am to 7:30pm on Saturdays and 9am to 6:30pm on Sundays.

* Better Route 823 service for Classic Residences. From Sunday 29 October, Route 823 will travel from Dendy Street to Marriage Road.
This change will make it easier for residents of Classic Residences Retirement Village to catch the bus by extending the route to Thomas Street.
* Boost for buses in Caroline Springs area. From 26 November, six bus routes will be upgraded and a new route added to the Caroline Springs bus network:
- Route 215 will be more frequent on weekend afternoons and short trips between Caroline Springs and Burnside will be removed.
- Route 216 will operate between Sunshine Station and Brighton Beach and be replaced by the new route 426 between the Caroline Springs Town Centre and Sunshine.
- Route 456 will travel via Neale Road and Hopkins Road instead of Caroline Springs Boulevard. There will also be earlier morning services Monday to Saturday.
- Routes 426 and 456 will provide better coordination with trains on the Sunbury line.
- Route 420 will be more frequent on Sundays during the day.
- Route 461 will be re-routed via Holland Way to improve coverage west of Caroline Springs Boulevard.
- Route 462 will operate more frequently during peak periods.
More information will be available from late October.
* Minor route change for Route 10 Alfredton to Ballarat Station via Wendouree. From Sunday 17 September 2017, Route 10 Alfredton to Ballarat Station via Wendouree will no longer travel down Forest Street between Howitt and Norman streets.
Instead, Route 10 will continue to travel along Norman Street to Invermay Park and then head south down Doveton Street North towards Ballarat Station. This change to Route 10 will provide residents with an east-west link, enabling them to a travel to local destinations such as Wendouree Indoor Netball Complex, Stockland Wendouree Shopping Centre, Ryan’s SUPA IGA Northway and the Ballarat General Cemetery.
* More choice with more services for V/Line passengers. A new timetable for regional Victoria came into effect on 27 August, with 151 new services every week.
* More peak period trains for the Metro network. Timetables on the Sunbury, Werribee, Craigieburn, Hurstbridge and Frankston lines were updated on 27 August. An extra 30 services now run every week on the Craigieburn, Sunbury and Werribee lines, giving passengers more choice during the busiest times of day.
* Route 833 is growing. Route 833 has been extended to give passengers better access to schools, shops and Carrum Station. The bus will travel the same path between Frankston and Frankston-Dandenong Road before continuing to Carrum Station via Wedge Road, McCormicks Road, Thompson Road and McLeod Road.
Earlier services for better connections on the bus from Lancefield to Kyneton via Sunbury
Some services on the bus route from Lancefield to Kyneton via Sunbury bus route now leave earlier, giving passengers better connections to trains and buses to school at Sunbury Station.
The new departure times will be:
- 6.20 from Lancefield (previously 6.30), arriving at Sunbury station at 6..55.
- 7.40 from Lancefield (previously 8.10 ), arriving at Sunbury station at 8.15.
- 7.00 from Sunbury (previously 7.20), arriving at Lancefield at 7.35.
* Route 86 realignment. Route 86 Drouin Station - Drouin North via McNeilly Road now travels along Albert Road.
* Changes to tram Route 58 in South Yarra. Route 58 now travels down Toorak Road West and turns right onto St Kilda Road. It no longer stops in Park Street and Domain Road. There are two new accessible stops, Fawkner Park and Toorak Road, and the Bowen Crescent stop.
* There’s no change to how often the bus runs [which bus?] and travel times are the same. The timetable hasn’t changed for existing stops.

New inner Melbourne suburb of Macaulay to be rezoned, making way for thousands of homes.

THOUSANDS of new homes will be built near Melbourne’s CBD as the Andrews Government prepares to battle housing affordability by unlocking the new suburb of Macaulay.
Planning Minister Richard Wynne will on Sunday will move to rezone industrial land northwest of the city with 10,000 residents expected to move in by 2051.
The new housing hotspot will be filled with medium-size high-rises and is expected to be popular with developers.
Resident’s can also expect top notch transport with the new Arden Station to be built nearby as part of the Metro Rail Tunnel.
The new Arden Station will kickstart the area’s transformation from an industrial precinct to a thriving new suburb on the edge of the CBD.
Property Council executive director Sally Capp said the news was “absolutely brilliant" and urged a range of dwellings to be built in the area..
“This are is so well placed to develop with jobs at the core,” she said.
“Supply is absolutely part of the equation with the population growth and we have the opportunity to do density well with variety of dwelling types”.
Mr Wynne will announce the changes to the Melbourne Planning Scheme today and has pledged developments are range between nine and 12 storeys.

“This is proper planning at play,’’ Mr Wynne said.
“We’re building a flagship new community, protecting local character, making homes more affordable and giving more Victorians a chance to work close to where they live.

The City of Melbourne lodged a request for an interim development contributions plan overlay, which has been approved ensuring landowners and developers who make a windfall from the development, give back to the community.
The latest move comes after the Andrews Government announced it would create 17 new suburbs with 100,000 lots in Melbourne, which will be released of over the next two years.
Councils in the growth areas will also get help to streamline subdivision processes and applications for residential and employment land to try to get more properties to the market.

* Roll up, roll up, buy off the plan. That went well for Docklands didn't it. This may work a bit better as at least with the new Metro station there will be access to public transport. Again we have the very nice artist impression but even on one it looks like some will have a great view of the freeway and railway lines. Oh! doesn't the wheel look nice. How do we get there?
* 10,000 new residents in Macaulay by 2051 - is that a joke? Melbourne grows by 100,000 A YEAR, 3-4 million new residents by 2051. How does that pinprick make a difference to "affordability"?

Melbourne tram stop vandal suspects appear on posters they’re accused of tearing down

POLICE have turned the tab­les on anti-advertising vigilantes — posting a suspected member’s face on the same tram stop posters they’re ­accused of tearing down.
The wanted posters have appeared on stops across the city after so-called Tram Clean group members clad in hivisibility vests ripped posters from trains, trams and tram stops.
The wanted placards are part of a crime-busting trial at tram stops across Melbourne.
Victoria Police Transit Safety Division Acting Supt Darren Cooper urged the public to contact Crime Stoppers if they had information.

“Transit police are investigating a series of thefts by an organised group who are stealing advertising posters from various Yarra Tram super stops in the CBD,” Acting Supt Cooper said.
“If anyone sees their own images broadcast we encourage them to make contact with us, be it via local police or Crime Stoppers, and present themselves to be interviewed.”
Tram Clean members claim public transport should not be used as “canvases for corporate entities” — removing dozens of advertising posters.
They have even been tearing ads from moving trams in a move Yarra Trams called dan­gerous and ­irresponsible.

Public Transport Users Association spokesman Daniel Bowen said most passengers realised advertising brought revenue to the public transport network to help subsidise operating costs.
“It’s only some ads, those that cover train, tram and bus windows, or blare from railway station TVs, that people find obtrusive and objectionable,” he said.
“The government cracking down on these ads in the new train and tram contracts is very welcome, and we hope they will follow through on banning them from buses as well.”
The wanted poster trial is being conducted by transit police and Yarra Trams.
Yarra Trams’ Amelia Cater said the operator discouraged anyone from committing unsafe acts on the tram network.
“Advertising is commonplace on public transport networks across the world, helping to run more services and reducing the cost to passengers,’’ she said.
Adshel, which organises the ads, declined to comment.

October 21 2017 New tram over Yarra, train line and tower heights put into Fishermans Bend plan .
A new bridge for trams to cross the Yarra River, options for the location of new underground railway stations, more parks and a limit on density are among plans in a draft strategy for the urban renewal area of Fishermans Bend.
But height limits would be removed from some areas of Fishermans Bend, in a new strategy to be released by the Andrews government on Saturday.

Fishermans Bend is a new suburb covering 485 hectares of land. Australia's largest urban renewal project, the new suburb covers most of the industrial parts of Port Melbourne and South Melbourne, on either side of the West Gate Freeway.
The land was rezoned overnight in 2012 by the then planning minister Matthew Guy, who is now opposition leader.

Mr Guy then approved a series of planning applications for high-rise towers – enriching many landowners but creating a massive infrastructure black hole.
The new strategy revises some controls Planning Minister Richard Wynne had put in place temporarily.
None of Mr Guy's rezoned land had mandatory height limits, but the new draft controls would see limits placed on much of the suburb – with some notable exceptions.
In areas near the West Gate Freeway, towers would be able to soar as high as developers liked – although there would be a density limit placed on them so that, if a developer wanted to go very high, they would need a very large site.
And the new height limits allow up to 24 storeys across swathes of the suburb, along with a smattering of sites where developers would be able to build to 30 levels.
In transport, two routes have been put forward for a new rail line to the area in the far-flung future: the Doncaster rail line would travel through Clifton Hill and then on in a new metro line that ultimately extended through Fishermans Bend en route to Newport.
Public Transport Users Association secretary Tony Morton said it was good the need for train and tram lines had been flagged. But the plan was still far too vague and lacked timelines for delivery.
"For the scale of what's proposed you need some serious infrastructure," Dr Morton said. "These all appear to be literally just lines on maps at present – 'planning' to create a buzz around development proposals, rather than an indication of serious near-term commitment.
"We're heading for an urban disaster if we start developing this area without committing to fair dinkum public transport services – and in this case that means rail – that will be up and running by the time people are moving in."
The plan includes a proposed new tram route from Collins Street in Docklands over the Yarra.
It had previously been put forward but the Yarra bridge was in a location near Docklands apartments. This angered both residents and yacht owners whose vessels at Docklands marinas would have been unable to pass the new bridge.
Under the new route, the tram bridge avoids apartment towers and can have a steeper gradient, meaning more boats can get under it.
The new proposed tram routes also allow a line through the planned employment precinct, currently occupied by Holden.
Mr Wynne said under Mr Guy developers had got "a windfall", but there was "no regard to building a community".
The new strategy includes new parks and more protections for open space so it cannot be overshadowed by towers.
The proposed building rules will go before Planning Panels Victoria, meaning the public will be able to make submissions and presentations before an expert panel advising Mr Wynne.
Property Council of Australia executive director Sally Capp​ praised the "ambitious targets" for housing, jobs and "non-car trips". But the council urged the government to provide greater certainty about the funding available to "make this vision a reality".
"It is crucial that Fishermans Bend creates the right kind of environment to attract businesses of all sizes," she said.
Ms Capp said there would need to be "mass transit options" to attract major employers.
