Tony,
The main justification for constructing the northern stub at this stage was to get the required special work in place at King William/North instead od having to redo the work at a later stage. As the first stretch of the northern branch is through parklands there are not many generators of regular traffic in this area apart from the event traffic to the Festival Centre and Oval. The Festival Centre stop is about the same distance from the Oval as the Railway Station. In contrast the present line on North Terrace passes a number of traffic generators such as the Railway Station, Convention Centre, uni campuses and the new hospital, as well as the Entertainment Centre and parking at Hindmarsh. Therefore there isn't such a strong case at present for diverting workings from North Tce to the northern stub.
