The King William St extension is a little odd, so conjecture about how it might be used is probably not useful in terms of normal transport options.
Its oddity is that originally, it was to be little more than a stub coming far enough from the North Terrace and King William Street intersection that when eventually the line was extended to Prospect, no further disruption would occur to that intersection. Thus, a couple of hundred metres and a nominal "stop" at the Festival Centre was all that was involved.
As it turned out, a bit more money was available, so the track was extended a little bit further.  The extension along King William St to the end point was therefore governed by longer term considerations of not disrupting the intersection, and going as far as they could in the direction of future extensions, rather than immediate operational need.
So, it is quite conceivable that it won't see any service, or possibly a limited service on days when there are functions at the Festival Centre, the Riverbank or the Adelaide Oval.  However, it could also operate from Glenelg, or a South Terrace shuttle too.

If this is the proposed network, then for the initial stage it would be logical to run the North Terrace route to Entertainment Centre, relieving some of the Glenelg line trams to divert them on to the northern terminus at King William Rd. They should take that northern line a bit further on in the initial stage, to Adelaide Oval and the Memorial Hospital, to give it a bit more reason.

A vision for a tram network has been promoted in http://www.dpti.sa.gov.au/itlup/new_tram_network. The east branch is seen as the first stage of both a Norwood/Magill line and the City loop.  The northbound branch could continue to Prospect.  There were proposals for conversion of the Port Adelaide, Outer Harbour and Grange rail lines to tram operation, but a series of upgrades and projects on the heavy rail in recent years has made the tram conversion increasingly unlikely.  The latest project at Torrens Junction is eliminating the surface crossing of the Port line and the ARTC freight line and the abolition of three level crossings in the Bowden area where a new subsurface station is being constructed.
