It does seem strange, that an early morning tram driver, rather obviously not properly prepared for his days work has approached a known o0degree bend with stated speed limit at a too high speed and consequently-  ?lost it?
S o every one gets penalised and the entire service distrupted, permanently. 
Please explain to me how this help anyone or anything to ameliorate any future occurrence. Men in suits syndrome, not operators on the ground who actually have to do the work.

I don't understand the
argumentation. That regrettable accident happened because a tram
driver didn't follow the existing speed limit. Why do they think
more speed limits could prevent comparable accidents?

Because of speed limit reductions the
former timetable is no longer viable so on 5th November a
new timetable will be introduced.
 
This will end through trams from
Wimbledon to New Addington and see a general system-wide
reduction in the number of services.
