The barriers are mostly down, but they still have a couple of intersections to do, and the special work round the terminus is nowhere near complete. 
There's also a section of single track. I suspect because of nearby construction intruding on the road. So the only way to keep two lanes open till the nearby construction finishes is to delay the second track. Just my guess though.
