There are at least two different civils contractors working on different sections. Possibly even more. Each contractor probably does things slightly differently. Certainly the contractors working on Anzac Pde are a different mob from the contractors working in the CBD.

The current 'bad press' may make them tighten up their labour utilization too.


I've just been in a 'eastern/central' European country where the only person on the railway wearing hi-vis was the shunter who had to step between the buffers as the locomotive 'eased up' so he could drop the loop over the hook. Every one else working on or near the tracks was in 'normal' coloured work-wear. And I suspect that shunter wasn't required to wear hi-vis, he just thought it a good idea to be highly visible to the loco crew :-)
