That's not happening along Anzac Pde. Worksites seem to be vacant
for days/weeks on end as the crews seemingly move elsewhere.

While I accept undocumented services are a problem they should be able
to put the workers on other tasks while the engineers work out what to
do with the latest thing that was uncovered. What appears to be
happening is a purely linear work flow. They decide to dig in one spot
and the entire crew stay at that one spot till finished instead of
when hitting a problem moving the labour to the next parcel of work
along and bring them back when the engineers have decided what do do
about the latest problem.
