Yeah - but if you admit that the capital cost goes on to the road budget not the rail budget. Where else have we seen that ?

There’s nothing puzzling about it, it’s simply cost shifting that panders to the voracious and insatiable demand of moving road vehicles not people. The current political rulers in Argentina are the ideological descendants of the fascist military dictatorships that destroyed the Argentine railway system - even to the extent of making the operation of long distance passenger trains “illegal” - because the railway unions were opponents of these fascists and a centre of organised resistance to their regimes, and they only tolerate urban rail in Buenos Aires because the city can’t function without it.
