And yet, that looks to be exactly what has been done.
If you follow down the line of the steering wheel shaft, there's a set of chains adjacent to the end of the shaft.

As they are not needed for steering, I reckon they can only be part of the brake rigging.
They would apply the visible shoe brakes to the wheel tread.
