That “Pintsch gas” tank is held on with a bit of frayed string, so I don’t think it’s for that. It could be a solid rubber buffer.
As for what it is and where it’s from - I dunno. I just picked a pic of a mean, ugly, claustrophobic looking little rail car because, in NSW, it’s “the vibe” at the moment.
