I wouldn't invest the Wellington fiasco with the same status as the Brisbane one Mal. Brisbane involved a major loss of capacity. Replacing buses with buses doesn't. Wellington is bad for other reasons.

Wellington is the same sort of arse-about thinking that leads to getting rid of coal-fired power stations before the alternative has become fully viable. It's because some group of people or decision-makers decides they want something now and can't responsibly wait for the right time. The usual triumph of politics over common sense, for which the mug taxpayer always bears the burden.
