The point I'm making is that there has been a long term town planning agenda to remove the barrier separating the waterfront from the urban area for at least 30 years, well predating any more recent shenanigans. The closure of Honeysuckle/Civic workshops started it Off. The commercial vacating of the CBD put the seal on it. The ball started rolling long, long ago.
