The original plan for this extension was just to extend east along North Terrace. However, since that involved digging up the city's busiest intersection, DPTI (Department of Planning, Transport and Infrastructure) decided they should include the final special work layout and avoid a second dig on the site.  That involved a short (likely unused) stub northwards from where future stages would run.
As it turned out, DPTI saved money on other projects. They then used that money to extend the line as far north as they had money for.  That turned out to be 350m, about one tram stop. It will be useful on football days at Adelaide Oval, even though it stops short of the Oval entrance. At the moment, there's a big stream of people who walk. In addition,  in summer, the riverbank area is popular, with lots of popup events. Similarly, the adjacent Festival Centre should pull in some passengers.
Whether there's a regular service on this short section, or just special services which are event based has not been disclosed.

I see the grand union is now a 3/4 grand union. They should take the King Wm Rd extension a little further north to serve Adelaide Oval and the hospital precinct. Any reason for stopping it short?
Envy from Sydney - those nice wide streets and wide footpaths (that have allowed a little bit to be taken out of them to accommodate stop platforms while preserving traffic lanes). The lack of such ground space is a big problem in Sydney and will be in Perth when they get around to tackling a tram project there.
