They could easily sell a good deal of those stored trams for 'adaptive
reuse' or even to places that want to operate 'vintage' trams.
Instead they rust and rot in Newport.

I assume they are still covered by Victorian National Trust export from
Victoria embargo, and that it appears they would rather they rust in
piece than see re-use outside of Victoria ?
