Bendigo 7 aka PMTT/MMTB 76, J class built by Meadowbank is definitely at Westinghouse type controller. I remember this well, as it was the second tram I drove in my training at Bendigo. I think it was mostly used as such due to the piston type manual lap brake valve it had compared to no 25's slide valve.
25 is a GE controller which means the two cars gave a good representation of the equipment. Birneys of course being a different matter again.
17 and ESCo 8 are the other two Westinghouse cars I remember. We had a motor fault with 17 once, and it was very difficult to operate with a motor cut out, so much torque in 1st notch that the wheels often spun.

No, both Ballarat and Bendigo are 'awash' with Westinghouse T1C and T1F controllers.

I assume that many of the earlier Melbourne single truckers had them.
I don't know if the ex PMTT 'Meadowbank' cars had Westinghouse T1Cs or GE K type controllers.
