The huge West Ryde pumping station in Sydney (the one that had a rail line for delivering coal entering the building at first floor level) was visually subdued from the air during WW2 and an outline of it was reproduced on the ground about a km away near Meadowbank station (site of the present TAFE). You can see it in the 1943 aerial on Sixmaps.

I don't know if residents of all the housing adjacent to the dummy "pumping station" were consulted about becoming a bullseye for Japanese bombers, I doubt it!

This was known as dazzle camouflage during the war. Not sure how effective it was at sea, but it sure is effective in Melbourne.
