How to these 'short line' operators treat their staff ?. Part of the
reason these operators can run cheaper operations is they have
jettisoned much of the 'baggage' the state owned railways have collected
over the years. Some of that baggage would be union negotiated
procedures over handling staff who have had 'incidents'.
