These maps highlight the differences:

Perth city one also includes trains. Does Melbourne include trains too?

Brisbane (bus) and Adelaide (bus and tram) also have more comprehensive free circulator services than Melbourne. Canberra, Wollongong and Parramatta have single line bus circulators, even though much smaller cities than Melbourne. Sydney's was ended for construction of CSELR and what's the bet they'll "forget" to put it back or make the tram free in the city? I'm not aware of any other major free circulators in Australia, but there are several small ones.

As an acknowledgement to topic, Transdev is the operator for the Perth CATs - closely regulated by PTA WA - and they do an excellent job within the limits of typically Australian traffic light management.
