At the old station in Rockhampton Qld, there was a mechanical semaphore
signal at the side of Denison St [north of the station]. The wire to the
mechanical semaphore signal was encased in an oil filled pipe between the
kerb and the footpath.

There is a pulley in that channel - so it held a moving cable.

The 2nd photo posted of the tram in Riccarton Road shows a mechanical
semaphore signal.
I can also see what looks like a railway signal box.

My guess is it's the channel that held the cable(s) that operated the
semaphore signal(s).
Being a suburban street would mean the signal wires would have had to be
concealed out of the way of both road and pedestrian traffic.

Presumably the (flashing?) lights and bell were for the motorists and it
was thought the trams needed a railway style semaphore further out to
warn them that the railway was 'in use'. That mechanical semaphore had
to be connected back to the signal box some how.
